Mr HEE Theng Fong, BBM, JP
Lawyer, Arbitrator, Mediator; Consultant, Harry Elias Partnership LLP
HEE Theng Fong is a senior lawyer in Singapore with over 30 years’ experience. He has handled about two hundred cases in civil litigation and international arbitration and mediation as lead counsel or arbitrator or mediator. Many of the cases have been reported and referred to in the Singapore Law Report and various legal journals. He is effectively bilingual and bi-cultured. He has written awards in English and Chinese in international arbitration cases under SIAC, CIETAC, HKIAC and ICC rules.
Theng Fong is an arbitrator on several panels including the SIAC, CIETAC, BAC/BIAC, SHIAC, HKIAC, HIAC, CQAC, SHAC, WHAC and AIAC. On mediation practice, Theng Fong attended the advanced mediation training course at Harvard Law School. He is a Specialist Mediator (China), Ambassador of SIMC and an accredited Mediator of SMC.
Theng Fong serves as an independent director of several listed companies including Haidilao International Holding Ltd, Yanlord Land Group Limited, Straco Corporation Limited, China Aviation Oil (Singapore) Corporation Ltd and Zheneng Jinjiang Environment Holding Co Ltd. He also serves as a Deputy Chairman of Singapore Medishield Life Council and an Advisory Committee Member of the Singapore Ministry of Law China Ready Programme for Singapore’s legal industry.
Theng Fong is one of the speakers in the 1st CIETAC Global Arbitrators Forum 2018 and the 3rd CCPIT International Mediation Summit 2018. He is a faculty member for SIAC China Academy with Fudan University Law School for the SIAC China Module in 2020. Mr Hee is also one of the speakers for the SIAC China Webinar series in 2021.
He has published articles including “Arbitration in China and Singapore” in Singapore Academy of Law [2019 SAL Prac 28].
Theng Fong graduated in 1979 from the Law Faculty of the University of Singapore (Honours). He is also a holder of a Diploma in PRC Law from Suzhou University.

Mr MA Hao is known as Senior Consultant and former President of CCPIT Patent and Trademark Law Office, and concurrently serves as member of China National Intellectual Property Administration Expert Consultation Committee, member of State Administration for Market Regulation Expert Committee on Market Regulation, council member of China Law Society and Vice President of All-China Patent Attorneys Association, who once served as President of International Association for the Protection of Intellectual Property (AIPPI), Ambassador of ICC Intellectual Property Committee in China and Vice President of Licensing Executives Society (LES) China.
Mr William ONG

William ONG is the Co-Head of the Litigation & Dispute Resolution Department. His areas of practice encompass international arbitration, banking litigation, corporate insolvency and restructuring as well as corporate litigation.
William has substantial experience in banking litigation, financial and securities-related disputes, and regularly acts in disputes involving structured products, margin trading, valuations, guarantees and enforcement of security. He is also actively involved in representing clients in corporate disputes, such as shareholder and directors’ disputes as well as joint venture disputes.
The Legal 500 Asia Pacific 2020 states that William “…never fails to disappoint with his ability to distill the issues and bring about an amicable and (most importantly) commercially palatable resolution to any situation.”, while the 2019 edition notes that he “can zero in on the key issues of concern, map out strategic solutions and passionately deliver legal arguments”.
Dr WANG Xuehua

Dr WANG Xuehua, founding partner of Beijing Huanzhong & Partners, former Associate Dean of the Law School of the University of International Business & Economics (UIBE). Dr WANG used to hold positions of Director of the Committee of International and WTO legal affairs of All China Lawyers' Association, Director of the International Trade and Investment Committee, Anti-Dumping Committee, Council member, Vice–Director of Foreign Affairs Commission of Beijing Bar Association. Dr WANG now serves as executive director of WTO legal affairs of China Law Society, China Arbitration Law Society, vice-chairman of China International Investment Arbitration Forum and director of Chinese Society of International Law. Dr WANG is a visiting professor of Law School of University of International Business and Economics.
Dr WANG is currently serving as arbitrator on the panel of ICSID, China International Economic and Trade Arbitration Commission, Beijing International Arbitration Center, Shanghai International Arbitration Center, Shenzhen Court of International Arbitration, etc. Dr WANG had represented clients in various arbitral institutions such as CIETAC, HKIAC, SCC, ICC, KLRAC, etc. Dr Wang also appeared as expert witness on Chinese Law in foreign jurisdictions. Dr WANG has been from time to time appointed as an arbitrator in HKIAC arbitration proceedings.
Mr CHAN Hock Keng

CHAN Hock Keng is the Head of the Commercial & Corporate Disputes Practice and a Partner in the International Arbitration Practice. He is active in the Singapore Courts and in arbitrations. He appears as solicitor/counsel in court cases and domestic/international arbitrations relating to building & engineering contracts, joint venture and other forms of commercial disputes. He has also acted as an expert on Singapore law in a China International Economic and Trade Arbitration Commission (CIETAC) arbitration in Beijing as well as Thailand's Central Intellectual Property and International Trade Court. Apart from solicitor/counsel work, Hock Keng sits as an arbitrator in references conducted in either English or Chinese.
Hock Keng is an Honorary Legal Adviser to the Singapore Medical Association, the national organisation representing medical practitioners in Singapore. He is also a member of the Income Tax Board of Review and a Council Member of the Singapore Chinese Chamber of Commerce & Industry.
He is a Fellow of the Chartered Institute of Arbitrators and a member of the panel of arbitrators of the Singapore International Arbitration Centre, the Asian International Arbitration Centre, the Hainan International Arbitration Court, the Hong Kong International Arbitration Centre, the Japan Commercial Arbitration Association, the Korean Commercial Arbitration Board and the Shenzhen Court of International Arbitration. His redacted awards have been published in LexisNexis' "Singapore Arbitral Awards 2012".
He is a member of the Infrastructure Committee of the Singapore Business Federation, which is tasked to help Singapore companies be bid-ready for regional infrastructure project opportunities.
