Dr ZHONG Xingguo
Chairman of Xiamen Arbitration Commission
Dr ZHONG Xingguo, Ph.D of Law and Senior Translator (Interpreter), he is Chairman of Xiamen Arbitration Commission and former Deputy Secretary of Xiamen Municipal Committee of the Communist Party of China (CPC).
He once served as Deputy Secretary-General of the of Xiamen Municipal Government of Fujian Province, Director-General of Foreign Affairs Office and Chairman of Foreign Investment Department of Xiamen Municipal People’s Government, Secretary of the CPC Executive Committee of Haicang Investment Zone of Xiamen City. He was a member of the Standing Committee of the CPC Xiamen Municipal Committee and Vice Chairman of the Chinese People's Political Consultative Conference Xiamen Committee. He successively worked as Assistant, Deputy, Director-General and Senior Translator at Foreign Affairs Office of Xiamen University, Visiting Fellow, 1988-1989, Department of International Relations, Pacific Research Institute, Australian National University, and Exchanged Associate Professor, 1995-1996, Soka University, Japan. His major works and translations include WTO - A New Mechanism of International Trade (Co-translator), On the Legal Mechanism of GATS and Liberalization of International Trade in Service (Doctoral Dissertation), International Trade Law (Co-translator and Co-editor), MIGA and China (Co-translator and Co-editor), Settlement Mechanism of WTO`s Trade Dispute (Dissertation), History of Australia-China Relations (Co-translator), and Briefing of Chinese and other Foreign Culture, building Cultural Confidence.

Ms Lucy REED
President, Singapore International Arbitration Centre Court of Arbitration; President, International Council for Commercial Arbitration; Independent Arbitrator, Arbitration Chambers (New York)
Lucy Reed is an independent arbitrator with Arbitration Chambers (New York), and currently the President of the International Council for Commercial Arbitration and the Singapore International Arbitration Centre (SIAC) Court, and a Director on the SIAC Board.
Lucy retired in 2016 from the international law firm Freshfields Bruckhaus Deringer, where she led the global international arbitration group, and then was Professor of Practice and Director of the Centre for International Law of the National University of Singapore through 2019. While with the US State Department, Lucy served as the US Agent to the Iran-US Claims Tribunal.
She is a former President of the American Society of International Law, Chair of the Institute for Transnational Arbitration, and a Vice President of the ICC International Court of Arbitration.
Lucy received degrees from the University of Chicago Law School and Brown University.
Professor XIAO Yongping
Director of the Institute of International Law of Wuhan University; Vice President of Chinese Society of International Law
Prof XIAO Yongping, from Macheng, Hubei Province. He is listed among the “Leading Talents in Philosophy and Social Sciences”, Director of International Law Institute of Wuhan University (China Top Think Tank, Key Bases of Humanities and Social Sciences Research of Ministry of Education), President of Professors’ Committee of Wuhan University School of Law, Legal Advisor to the Wuhan University President, Member of Wuhan University Academic Committee, Editor-in-Chief of Wuhan University International Law Review and Chinese Yearbook of Private International Law and Comparative Law.
He serves as Executive Vice President of Chinese Society of Private International Law, Standing Member of Council of Chinese Society of Law, and Vice President of Chinese Society of International Law. He is a member of International Law Advisory Committee of Ministry of Foreign Affairs of China, member of Advisory Committee of Supreme People’s Procuratorate of China and Fellow of China’s Supreme People’s Court (SPC) of China Belt and Road Research Center, fellow of the SPC of China Environmental Resources Justice Doctrines Research Center, expert of the SPC of China Foreign Related Commercial and Maritime Trial Expert Reserve, member of the SPC of China Applied Jurisprudence Research Center Postdoc Academic Guidance Committee.
Mr TAY Yu-Jin
President, Singapore Institute of Arbitrators (SIArb)
TAY Yu-Jin is President and Fellow of the Singapore Institute of Arbitrators (SIArb). He sits regularly as presiding, sole and co-arbitrator in ICC, SIAC, HKIAC, LCIA, VIAC and ad hoc arbitrations. Since 2013, he has been designated to ICSID’s Panels of Arbitrators and Conciliators by Timor-Leste. He is also a specialist panel mediator of the Singapore International Mediation Centre and has experience of fully virtual mediations.
Yu-Jin has practised in Singapore, London, Paris and Washington DC and has over 20 years of specialist arbitration experience across a wide range of sectors including energy, natural resources, technology and manufacturing, construction and infrastructure, banking and financial services, telecommunications, hospitality and investment treaty arbitration, involving the world’s leading arbitral seats and institutions.
Yu-Jin was one among four Asian lawyers featured in Global Arbitration Review's 2011 global 45 under 45 ranking and has been ranked among the top partners in Arbitration: Future Leaders for consecutive years. He is recognised annually as a leading individual in major legal directories including GAR's International Who's Who (since 2010), Chambers Asia-Pacific (since 2008; currently ranked in the Asia-wide, Singapore, Indonesia, South Korea, and India chapters), Legal 500 (since 2008), Euromoney Guide to the World's Leading Experts in Commercial Arbitration (since 2006) and Benchmark Litigation (ranked Local Disputes Star since 2013). In May 2019, Yu-Jin led his team to winning the Financial Times Award for Most Innovative Dispute Resolution Team in the Asia Pacific.
Yu-Jin serves as independent director on the board of a Singapore-listed energy group. He also serves on the Global Advisory Board of the Court of Arbitration for Art (CAfA) and formerly served on the Global Advisory Board of Africa International Legal Awareness (AILA).
Dr LI Hu
Vice Chairman of China Maritime Arbitration Commission; Arbitrator of International Center for Settlement of Investment Disputes (ICSID) designated by the Government of the People's Republic of China
Dr LI Hu is the Vice Chairman of China Maritime Arbitration Commission (CMAC), Commission Member and former Deputy Secretary General (July 2010 ~ July 2020), China International Economic and Trade Arbitration Commission (CIETAC), former Board Member (January 2015 ~ December 2020), the Arbitration Institute of Stockholm Chamber of Commerce (SCC). Concurrently, Member, ICC Commission on Arbitration and ADR, Vice Chairman, ICC China Commission on Arbitration and ADR. Dr LI is the Arbitrator of International Center for Settlement of Investment Disputes (ICSID) designated by the Government of the People’s Republic of China, and also a Panel Member (Arbitrator) of international organizations such as Asian International Arbitration Center (AIAC) and Cairo Regional Center for International Commercial Arbitration (CRCICA), as well as a Panel Member (Arbitrator) of regional or national institutions in Hong Kong, Taiwan, USA, Kazakhstan, South Africa, Ukraine, Mongolia and Thailand.
