Dr Ellis SEE
Second Director (Legal Industry Division), Ministry of Law
Dr Ellis SEE is currently the Second Director of the Legal Industry Division at the Singapore Ministry of Law. The Legal Industry Division oversees the policies relating to the development of the legal sector; legal services cooperation with international stakeholders; regulation of the law practices and lawyers; and legal sector manpower.
Prior to her transfer to the Legal Industry Division, Ellis was Head of the Legal and Intellectual Property Programme Office (now known as Professional Services Programme Office) and Senior Assistant Director of the Intellectual Property Policy Division at the Singapore Ministry of Law.
Ellis started her career at Micron Semiconductor Asia Pte Ltd. She left Micron as the Section Manager of Training, Performance Management and Grant Division, where she handled matters related to patents, technical training and government incentives.
Ellis graduated with a Ph.D. and a B.Eng. in Chemical Engineering from the National University of Singapore in 2007 and 2003 respectively. She published 13 papers in peer-reviewed journals and books in her four years of postgraduate studies, 11 of which she was the first author.

Professor LYU Zhongmei
Member of the Standing Committee and Deputy Resident Director of the Committee on Social and Legal Affairs of the Chinese People's Political Consultative Conference (CPPCC) National Committee; Vice President of China Law Society
LYU Zhongmei, female, a member of Chinese Peasants and Workers Democratic Party (CPWDP), Ph.D in Law and Professor. She serves as a member of the Standing Committee and Deputy Resident Director of the Committee on Social and Legal Affairs of the Chinese People's Political Consultative Conference (CPPCC) National Committee. She is Vice President of China Law Society, President of the Environment and Resources Law Society of the China Law Society.
She has served successively as Vice President of the Law School of Zhongnan University of Economics and Law, Vice President of Hubei High People's Court, President of Hubei University of Economics, Chairman of the Hubei Provincial Committee of the CPWDP, and Vice Chairman of the Hubei Provincial Committee of the CPPCC. She was successively among the list of the Young and Middle-aged Experts with Outstanding Contributions to Hubei Province, the Young Experts with Outstanding Contributions by the State Council and the third batch of Outstanding Young and Middle-aged Jurists, and won the titles of China’s Renowned Scholar of Law, China’s Representatives in Rule of Law. She is listed among the “Leading Talents in Philosophy and Social Sciences” of China’s "Ten Thousand Talents Program."
Justice Andre MANIAM
Judge of the High Court
Justice Andre Maniam was appointed Judicial Commissioner of the Supreme Court on 4 May 2020 and High Court Judge on 1 November 2021.
He graduated with LLB (Honours) from the National University of Singapore and was awarded the Adrian Clark Memorial Medal for being the top law student for his year.
Justice Maniam had almost 30 years of experience as a lawyer, with the last 10 years as a Senior Counsel in various modes of dispute resolution including litigation, arbitration, and mediation. His practice covered a wide range of subject areas such as Administrative and Constitutional
law, Arbitration, Bankruptcy and Insolvency, Building and Construction, Commercial and Corporate disputes, Cross-Border trade, as well as Regulatory and Financial Crime matters.
Justice Maniam was on the panels of various arbitral institutes like the Singapore International Arbitration Centre and the Asian International Arbitration Centre. He was also on the Singapore International Mediation Centre’s panel of specialist mediators. He is a member of the Supreme Court’s Costs Panel Committee and the Singapore Academy of Law’s Professional Affairs Committee.
Justice Maniam previously headed the Litigation & Dispute Resolution Group at WongPartnership LLP.
Justice WANG Shumei

Judge WANG Shumei is the member of the Adjudication Committee of the Supreme People’s Court (SPC), the Chief Judge of the Fourth Civil Division of the SPC. She has been designated as a National Adjudication Expert, and Judge of China International Commercial Court.
Mr Johnny TEO
Assistant Chief Executive Officer (China), Enterprise Singapore
Mr Johnny Teo is currently Enterprise Singapore’s Assistant Chief Executive Officer for China. Prior to April 2021, he was the Executive Director for the Food, Healthcare & Biomedical cluster, and was concurrently the Global Markets Executive Director overseeing the Northeast Asia and Oceania regions.
Prior to the merger and set-up of Enterprise Singapore in 2018, Johnny had undertaken various supervisory responsibilities at its predecessor SPRING Singapore. Those included the development and implementation of policies & programmes for technology enterprises, as well as oversight of emerging technology industries such as advanced manufacturing, biomedical and cleantech. He was also the General Manager of the venture capital arm of SPRING Singapore between 2012-2017, which is now a unit within Enterprise Singapore called SEEDS Capital.
Johnny studied in the UK, and holds a Master’s degree in Chemical Engineering from Imperial College.
Professor HUANG Jin
President of China Society of International Law; President of China Society of Private International Law; Professor of Academy for the Rule of Law of China University of Political Science and Law
HUANG Jin is the former President of China University of Political Science and Law and Professor of International Law. He also serves as Vice President of China Society of Law, President of Chinese Society of International Law, President of China Society of Private International Law, Vice President of China Human Rights Development Foundation Council, Expert Counselor of China’s Supreme People's Procuratorate, and professor of Academy for the Rule of Law of China University of Political Science and Law. He served as arbitrator of the Court of Arbitration for Sport (CAS) from 2000 to 2014, International Centre for Settlement of Investment Disputes (ICSID) from 2004 to 2016, and is currently serving as arbitrator of Permanent Court of Arbitration (PCA), International Arbitration Chamber of Paris (CAIP), China International Economic and Trade Arbitration Commission (CIETAC), Beijing International Arbitration Center (Beijing Arbitration Commission), Korean Commercial Arbitration Board (KCAB). He was honored with “China Top ten Outstanding Young Jurists”, “Ten Outstanding Youth of Hubei Province” and was awarded “BaoGang Excellent Teacher's Special Prize.”
Ms TIN Pei Ling
Chief Executive Officer, Business China
Ms Tin Pei Ling is currently the Chief Executive Officer of Business China, a Singapore non-profit organisation that harnesses the support of public sector and private enterprises to cultivate Singapore-China-savvy talents, strengthen Singapore-China networks, and to grow the global connectivity of Singapore.
Pei Ling is also an elected Member of Parliament in Singapore since 2011 and was the youngest Member for two terms. Into her third term now, she concurrently serves as the Chairperson of the Government Parliamentary Committee (GPC) for Communications & Information (also includes Smart Nation & Digital Government), and a member of the GPC for Culture, Community & Youth. Prior to this, she served on the GPC for Home Affairs and Law (2011 – 2015), Health (2011 – 2020), and Social and Family Development (2015 – 2018, Deputy Chairperson).
Prior to joining Business China, Pei Ling was the Group Director of Corporate Strategy of Jing King (JK) Technology Group (now known as Adera Global). The firm is a group of regional companies offering FinTech solutions, secured data handling, and smart technology.
Prior to entering politics, Pei Ling was a business and management consultant in Ernst & Young Advisory with years of experience in corporate strategy, organization excellence, industry studies, channel strategy, competency framework, business process reviews and change management.
In Parliament, Pei Ling actively championed issues pertaining to public healthcare, elderly, youth, women and smart nation.
Pei Ling holds a Master of Business Administration from the leading business school of the University of Chicago (Chicago Booth). She also holds a Bachelor of Social Sciences (Honours) (University Scholars Programme) from the National University of Singapore. Pei Ling is a Lien Fellow under the Lien Ying Chow Legacy Fellowship programme from the Nanyang Technological University of Singapore, and an alumnus of Crescent Girls’ School and Hwa Chong Junior College.
