Ms KE Biru
Secretary of the Leading CPC Members Group and Chairperson of CCPIT Xiamen Sub-Council

KE Biru, female and Han ethnicity, was born in Xiamen of Fujian Province in March 1975, and a member of the Communist Party of China (CPC). She obtained a master’s degree in Economics.

She works as Secretary of the Leading CPC Members Group and Chairperson of the CCPIT Xiamen Committee, and full-time Deputy Director of Xiamen Municipal Leading Group Office for Investment Promotion. She successively served as the Deputy Director and Director of the Taxation Department of Xiamen Municipal Bureau of Finance, Executive Deputy Director of the Xiamen Haicang District Committee Office; a member of the Haicang District Leading CPC Members Group, and Deputy Head of Haicang district of Xiamen City, a member of the Leading CPC Members Group and Deputy Director of Xiamen Municipal Bureau of Commerce.

Mr Daryl CHEW

Daryl is the managing partner of the Singapore office of Three Crowns LLP, a global specialist arbitration law firm. He has an active portfolio of arbitrations involving a wide range of applicable laws and venues, arising from energy, construction, M&A, joint venture, and general commercial disputes. Daryl also serves as presiding arbitrator, co-arbitrator and sole arbitrator in institutional and ad hoc arbitration proceedings.

Daryl serves as the Chairman of the Board of Maxwell Chambers, an integrated Alternative Dispute Resolution (ADR) complex in Singapore established to provide best of class facilities and services for the conduct of ADR activities. He also co-chairs the YSIAC committee and serves on the IBA Arb40 Steering Committee, Singapore Management University School of Law Advisory Board, and various governmental and regional arbitration committees.

Mr LIU Chao

LIU Chao, PhD in Law and Economics, Director General of CCPIT Legal Affairs Department, and Secretary General of International Commercial Dispute Prevention and Settlement Organization. He once served as the Third Commercial Secretary, Deputy Director and First Commercial Secretary of Office of Fair Trade and Office of Trade Remedy Investigation, Ministry of Foreign Trade and Economic Cooperation (currently known as Ministry of Commerce), mainly responsible for dealing with foreign trade frictions with China and investigating foreign trade remedies. From 2005 to 2008, he was a permanent member of the Chinese Mission to the European Union and acted as head of Trade Barrier Group. During his tenure at the Ministry of Commerce, he provided guidelines for handling hundreds of cases concerning economic and trade frictions and disputes; he served as a member of the Lecturer Mission for the training class of overseas counselors of the Ministry of Commerce. In November 2014, he was transferred from the Ministry of Commerce to CCPIT to assist in setting up the Legal Affairs Department. In May 2015, he acted as Deputy Director General of CCPIT Legal Affairs Department; from December 2015 to May 2018, he concurrently served as person in charge of former CCPIT Center for Protection of Corporate Rights and Interests; in March 2020, he acted as Director General of CCPIT Legal Affairs Department, responsible for coordinating response to economic and trade frictions, legal risk prevention, protection of corporate rights and interests, foreign economic and trade negotiations, commercial legal services concerning foreign affairs and commercial mediation and arbitration. On September 29, 2020, he served as Secretary General of International Commercial Dispute Prevention and Settlement Organization.
